RosellaStream was founded in 2018 by Charles Salinas, a procurement process specialist with over 20 years’ experience in government contracting, tender consultancy and procurement process reform.

Prior to starting RosellaStream, Charles was director of Procure Services, which developed Procure Sense, the smarter and collaborative way to manage acquisition and best total cost of ownership for councils and government.

Charles has been also been Procurement Advisor to the NSW Department of Finance, Services and Innovation, a procurement audit consultant for NSW clients of Navig8 business advisory and Acting Deputy Director ICT Partnerships and Governance at the NSW Ambulance Service and procurement reform consultant to several other NSW government agencies.

A graduate of the University of Maryland, Charles obtained his MBA from the Florida Institute of Technology in the field of the concentration of contract acquisition prior to relocating to Australia in the late 1990s.

As a native Californian, now a proud Australian, Charles has observed how California reacted to a problem in its procurement process after its devastating wild (bush) fires of 2019/20. The state governor signed into law a rapid procurement process where industry is involved in the ideation phase, rather than wait for a request for proposal to be created by government departments. Charles takes the Californian procurement process and refined it further into the unique RosellaStream workflow he has made available to government and business today.

RosellaStream has taken the Californian Sprint Procurement process and commoditised it into a system. The system reduces procurement from 18 months to as little as six, while retaining all probity and transparency restrictions.
